Regulation #14-396: Intermediate Care Facilities for the Mentally Retarded

Adds 2 new chapters to separate the requirements from ICFs/MR from the general nursing facility requirements. In addition, provides for reimbursement from hospital bed days and allows providers to move up to 10% of program funding to other programs
