Changes procedures for approval of table game rules of play and wagering for new games and new features of existing games.

The Agency originally delivered the Final-Omit regulation on 11/21/19 and was scheduled for IRRC's public meeting on 1/31/20.  The Agency withdrew the regulation on 1/3/20.  The Agency resubmitted the Final-Omit regulation on 1/27/20.
